Danielle Outlaw is an American Law Enforcement Officer who became Commissioner for the Philadelphia Police Department. Danielle Outlaw previously served as Chief of police for the Portland Police Bureau, in Oregon. Also, she was the first African-American woman to head the bureau in Portland.

Early Life and Childhood

Danielle Outlaw was born in September 1975 in the United States of America. She is 48 years old and holds American nationality. However, her exact birthdate, as well as birthplace, is not available until now.

Her mother’s name is Barbara Bowman but her father’s name is unknown as of now. However, it is known that her father served as a transportation official for the state of California.

She went on to graduate from the University of San Francisco with a Bachelor of Arts in sociology. Then, followed by a Master of Business Administration from Pepperdine University.

She also entered the Pepperdine Grazio Business School to differentiate herself from people in her field. During her time at the University of San Francisco, she went on to participate in the 1996 Wheel of Fortune College Championship.

She even was able to win one game and advanced to the finals, ultimately falling short of the championship.

Career and Professional Life

Danielle Outlaw started her law enforcement career with the Oakland Police Department in California. She then was able to rise through the ranks to Deputy Chief after various assignments, including Patrol, Community Services, the Office of Chief of Police, the Criminal Investigation Division, Internal Affairs, and the Office of Inspector General.

Also, during her time in Oakland, she even thought the police should change their communication styles and suggested that women’s so-called “soft skills” could help in communicating with other communities, and avoid potentially dangerous situations.

In the year 2017, when Mayor Ted Wheeler announced Outlaw would become the new chief, she mentioned her goal of changing how policing is perceived across the country.

Then, starting in 2017, she even took on the role of chief of police for the Portland Police Bureau. She was able to experience a major change when she moved from Oakland to Portland for her new position.

However, she is one of the few chiefs hired from outside the Portland Police Bureau in the past two decades. She even went on to join the Alpha Kappa Alpha sorority, which helped her create a strong community in Oakland.

Likewise, when she was able to become the chief of police for the Portland Police Bureau, she made history as the first African-American woman in that role.

She has been involved in organizations such as the San Francisco Bay Area National Organization of Black Law Enforcement Executives (NOBLE) and the International Association of Chiefs of Police (IACP) Human and Civil Rights Committee. And, before leaving her position, she had to face criticism for her perceived bias against antifascist activists in Portland.

And, later in an interview with conservative talk radio host Lars Larson, she made a comparison that some found controversial. She even got the opportunity to serve as Portland’s Police chief for a little over two years before moving on to Philadelphia.

Moreover, she was appointed as the Commissioner of the Philadelphia Police Department on December 30, 2019. Later on, she resigned from this position on September 5, 2023, to become the deputy chief security officer of the Port Authority of New York and New Jersey. John M. Stanford Jr. took over as interim commissioner on September 22, 2023.
